ubuntu 16.10 packet sources still have 0.7.4

Hi all!

I installed kubuntu 16.10, hoping I'd find an updated packet of vc-dev, 
but like in 16.04, the previous release, there's only 0.7.4. This is 
annoying because I have written software using 1.20, and I was hoping to 
release it without requiring potential users to download from external 
sources or build from source. Is there a reason why 1.20 hasn't made it 
into the 16.10 packets? And is there any hope it will come with 17.04?

PS compiles just fine on 16.10, just a few diagnostics.
